In this year's stock holders meeting, authorities expect 'stock holder gangs' activity to increase .

Police officers say they will be strict against this.

But people say that less than 10 people are active as 'stock holders gang' in Japan.

However on the common day of the stock holder's meeting, over 3000 police officers are mobilized to "protect stock holder's meetings"

Why and for what purpose are so many police mobilized, spending tax payers money?

Police officers are helping companies to achieve a quick end to stock holders meetings.

The police protect the companies against stock holder's accusations and complaints.

So people suspect that police officers receive payment or benefits from the companies.

And police are against civilian activity or labor union activity who criticize these enterprises.

This is true reason for their support.

To Chief of the Mita police office.

I am Tetsuro Tanaka. I took the police office to court for their behaviors in the Oki Denki stock holder's meeting in 2002. The defendant is Tokyo Metropolis.

This case I lost at the supreme court . The reason was because "there is no benefit in the case."

But in the decision of the Hachioji district court the judge admitted that the police officers intentionally lied to me.

The chief of the Mita police office insisted that the police officers didn't intentionally lie but they just made a hasty conclusion.

However the judge disagreed with this.

What do you think, as a police office, that the court admitted such a fact?

In this case, the defendants, Tokyo Metropolis, won. However it doesn't mean that society accepts such behavior from police officers.

I believe that the police officers attend stock holder's meeting wearing plain clothes, and only the company knows who they are . It is very unfair.

It is a violation of police impartiality . I pointed out this fact in this case also.

Such an act is not allowed in western democratic countries.

Moreover , the fact that police officers lied they were not there when the incident happened. It makes people believe that police officers attend the meeting standing at the companies side to help the companies succeed in a quick finish to meetings.

It is natural that people will be scared that the police will unfairly arrest stock holder's who get kicked out for making accusation of scandal against companies.

Oki Denk had criminal cases of bribery and bid rigging criminal case in Yuhuin Town.

The inspection committee of Yuhuin Town admitted the fact that bid rigging was done by Oki Denki.

Citizen ombudsman took the case to the court.

So now Oita district court is going to confirm this case.

In the Oki Denki stock holder's meeting, situations that the police need to respond to have never happened.

The fact is that the company has kicked out stock holders who complained against them,. even though the stock holders ask questions following the commercial law, with out violence or inappropriate speech.

The reason police attend the meeting is to stop violence by ' stock holder gangs'

It is backward if the police support companies which commit criminal acts and act against stock holders who accuse them of criminal action.

All stock holders believe that there is no need for attendance of the police at the stock holder's meeting of Oki Denki.

Also if police are going to attend the meeting, they should be impartial.

At the end of the June this year, Oki is going to hold a stock holder's meeting.

At that time I hope you don't attend just because Oki requests you to and that you don't wear plain clothes.

If you don't accept my request, even though I repeatedly ask you, I will have to consider whether to take this case to court.

Just now I received a phone call from the chief of the criminal department, officer Osator

He answered my letter which warned General Director of the Tokyo Metropolitan Police Department and Chief of the Mita police office that if plain clothes police officers were sent to the stock holders meeting I would not accept that and would take the case to the court

"I would like you to understand that we send plain clothes police officers to other companies also in consideration of the stockholders feelings"

Tanaka

"I am not asking you to send uniformed officers showing their guns. If there is a need to send any police officers, they should wear their identity plate or arm band and if you continue with the same behavior everyone will think your presence is in consideration of the company rather than the stock holders"

Tanaka

"The Police require the company to submit a document in the President's name requesting police attendance at the meetings, don't they?"

Osato

"Yes they do"

Tanaka

"But there is no longer any violence in stock holders meetings from the stock holder gangs, is there?"

Osato

"No there isn't"

Tanaka

"The police advise companies to submit the request document. Don' they?"

Osato

"No I don't think they do advise"

Tanaka "I understand what you say but if you continue the same policy I will consider taking the matter to court"

Osato "I understand"

This year over 3000 police officers will be mobilized to control the stock holders gangs, of which in the whole of Japan there are only 5 in existence

The police officers threaten any stockholder who accuses the company of corruption- like OKI denke's bid rigging case. The police act as the company's own stock holder gang"

Many people believe that the police officers will receive benefits from the company

Actually police officers lack of ability to correct their behavior in accordance with universally accepted principles of justice.
